二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. (2) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal technical and service indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance's Treasury [2019] No. 18 and Treasury [2019] No. 19 documents. (4) Purchase of Domestic Products Policy: This project does not accept imported products.        

(c)本项目的特定资格要求：（1）施工现场项目管理机构拟派人员配备要求最低均应为5人（含）以上，且需包含：项目负责人（本专业中级职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工1人（班组负责人）。园林项目负责人须具有园林绿化专业中级职称、《园林绿化施工企业项目负责人质量安全生产考核合格证书》，上述人员须为本市园林绿化企业人员库内人员，且需提供拟派施工现场管理机构名单(需带条形码)、相关职称证书、岗位证书以及岗位人员的无在建项目承诺书。
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（3）本项目仅面向中小微企业采购。
（4）本项目不接受组成联合体。        

(c)Specific qualification requirements for this program: 1) The minimum staffing requirement for the construction site project management organization should be at least 5 people, including: 1 project leader (intermediate professional title), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate garden green chemical worker (team leader). (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project is only for procurement by small and medium-sized enterprises. (4) This project does not accept the formation of a consortium.

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (******), China Government Procurement Network (******) ;
